Academy course developers are institutional researchers in higher education who have practical experience and graduate education in research methodologies and institutional management.
(Learning Outcomes)(Student Success Through the Lens of Data) Dr. Joanne Bashford is the Associate Provost for Institutional Effectiveness at Miami Dade College, where she has worked since 1992. She has also served as a Data Facilitator for the Achieving the Dream initiative since 2005; contributed to the development and presentation of national Data-Driven Decision-Making workshops; conducted training workshops on survey development and administration; led training sessions on data analysis, interpretation, research and evaluation methods, and focus group facilitation; and taught classroom assessment courses at Florida International University.
(Longitudinal Tracking for Institutional Research)(Student Success Through the Lens of Data) Trudy Bers is Executive Director of Research, Curriculum and Planning at Oakton Community College in Des Plaines, Illinois. A past president of AIR, she holds a B.A. and Ph.D. in political science from the University of Illinois, Urbana; an M.A. in public law and government from Columbia University; and an M.B.A. from Northwestern University. She has edited three issues of New Directions for Community Colleges, published in refereed journals, presented at numerous professional conferences, and is actively engaged in Achieving the Dream as a data facilitator.
(Foundational Statistics for Decision Support) Mary Ann Coughlin is Assistant Vice President for Academic Affairs at Springfield College in Springfield, Massachusetts. She has served at the college since 1993, where she is a professor of Research and Statistics. Mary Ann is a past president of AIR, works as a presenter of statistics-based workshops and training, and develops training materials and resources for the IPEDS data tools.

Mark Figueroa currently serves as the Director of Assessment, Planning and Institutional Research and Assistant Professor at Scripps College in Claremont, CA. He also serves as a data coach for the Achieving the Dream initiative working with six community colleges throughout the Pacific Northwest and Southwest. Mark holds a B.A. in Philosophy from U.C. Riverside, M.P.A. in Public Administration from Arizona State University and a Ph.D. in Education from Claremont Graduate University.
(Survey Design) Bob Gonyea, Associate Director, Center for Postsecondary Research, coordinates research and analysis activities for the National Survey of Student Engagement. His Ed.D. is from Indiana University in higher education with a minor in educational inquiry. Bob has been with NSSE since 1999. Bob’s work has appeared in Research in Higher Education, the Journal of Higher Education, the Journal of College Student Development, Liberal Education, New Directions for Institutional Research, and other higher education publications.
(Foundations of Data Management & Longitudinal Tracking for Institutional Research) Fred Lillibridge has been the Associate Vice President for Institutional Effectiveness and Planning at Doña Ana Community College since 1998. He earned a Ph.D. in Higher Education Administration (1992) from New Mexico State University. He is a past president of the Association for Institutional Research (AIR), Rocky Mountain Association for Institutional Research; and the National Community College Council for Research and Planning.
(Survey Design) Dr. Linda Mallory is a research analyst at the US Military Academy at West Point engaged in student learning assessment for the Office of Policy, Planning, and Assessment. She has over 25 years of experience in higher education in administration, teaching, and policy. She has been active in Maryland AIR (past-president), Northeast AIR, and AIR. She is currently on the professional development series committees of both NEAIR and AIR. She has presented nearly 20 pre-conference workshops at state, regional and national conferences on research methods and statistics.
(Foundational Statistics for Decision Support) Pamela Matheson currently serves as a Visiting Professor of Mathematics and Statistics at both Mt. Holyoke and Smith Colleges in the Pioneer Valley. She recently completed four years of service at Greenfield Community College in Massachusetts. Her previous appointments include serving as Associate Dean of Planning and Assessment at the University of Medicine and Dentistry of New Jersey.
(Foundational Statistics for Decision Support) Marian Matheson is the Director of Institutional Research and Planning at Amherst College in Massachusetts. For 12 years prior to that, she was the Associate Provost for Planning at Columbia University in NYC. She was a founding instructor of the AIR Summer Institute and co-author of the AIR monograph Statistics for Institutional Research.
(Designing IR Research) Libby V. Morris serves as director of the University of Georgia’s Institute of Higher Education and is a professor of higher education. She earned a Ph.D. from UNC-Chapel Hill. She has been a member of AIR since the early 1990s. She is an author or co-author of four books, 20 book chapters and more than 60 other publications. Libby is also the editor of the journal Innovative Higher Education, and is a member of UGA’s Teaching Academy.
(Survey Design) Judy Ouimet is Assistant Vice Provost for Undergraduate Education at Indiana University. She previously served as Associate Director and Project Manager for the Community College Survey of Student Engagement (CCSSE) where she developed the Community College Student Report (CCSR). Prior to her work at CCSSE, she was Assistant Project Manager and Research Analyst with the National Survey of Student Engagement (NSSE). She has also partnered to create a classroom-level survey of student engagement called “CLASSE.” She holds three degrees from The University of Texas at Austin including a Ph.D. in Educational Administration.
(Designing IR Research) Ron Pennington has been St. Charles Community College’s Institutional Research Director for 11 years and a member of AIR and MidAIR for 17 years. Previously, he held research positions at Webster University, Bell Telephone, and in state/local government as well. Ron Holds a Ph.D. in Public Administration and Policy from St. Louis University. He also has a M.A. in Urban Affairs and B.A in Political Science from the University of Missouri at St. Louis.
(Designing IR Research) Robert K. Toutkoushian is Immediate Past President of AIR. Rob is a Professor at the University of Georgia, Institute of Higher Education. He has previously served on the AIR Board as the publications committee chair and as editor-in-chief of the New Directions for Institutional Research, associate editor for New Directions for Institutional Research, consulting editor for Research in Higher Education and faculty member for the AIR Foundations and Statistics Institutes.
(Learning Outcomes) Dr. Wendy G. Troxel is an Associate Professor in the Department of Educational Administration and Foundations at Illinois State University, teaching graduate-level research methods courses, and program evaluation and assessment. She previously served as the Director of the University Assessment Office at that institution. She earned her doctorate in educational leadership at the University of Alabama at Birmingham, with emphases in educational research and education law.
(Foundations of Data Management & Longitudinal Tracking for Institutional Research) Charles Van Middlesworth has been Director for Institutional Research at Kansas City, Kansas Community College and District Director for Research, Evaluation and Assessment with the Metropolitan Community Colleges of Kansas City. As a member of AIR, he has served as coordinator for professional development opportunities, Forum Track chair, and director for the Foundations Institute. He is also a former president of his regional group, MidAIR.
(Foundations of Data Management) Patricia Windham is past Associate Vice-Chancellor for Evaluation for the Division of Community Colleges and Workforce Education, Florida Department of Education. She has worked with Florida’s data systems for over twenty-five years. She is a past president of both the Florida Association for Institutional Research and the Southeastern Association for Community College Research.
Shama Akhtar is a Research and Planning Analyst at the Community College of Baltimore County. She also teaches Statistics in the MPA program at the University of Baltimore. Prior to that, she worked in the private sector as a consultant as well as at other higher education institutions in Maryland. She is a content contributor to the Data and Decisions Academy.
Dan McConochie is the Senior Director of Planning, Research and Evaluation at The Community College of Baltimore County in Maryland, and has served as the data coach at four Achieving the Dream Community Colleges. Previously, Dan was the Director of Planning and Research at the Maryland State Board for Community Colleges for 10 years. Dan has a B.A. and M.A. from Florida State University and an ABD from the University of Michigan, Ann Arbor.
